Service de la dette / recettes fiscales (SD/RF)

Dans tous les indicateurs mesurés, le numérateur est le montant annuel du service de la dette, exprimé en dollars US courants. Sa définition « officielle » précise est la suivante :
Total debt service is the sum of principal repayments and interest actually paid in foreign currency, goods, or services on long-term debt, interest paid on short-term debt, and repayments (repurchases and charges) to the IMF. Data are in current U.S. dollars. Source : World Bank, Global Development Finance.
Le SD/RF rapporte le montant annuel du service de la dette, exprimé en dollars US courants, à celui des rentrées fiscales dont a disposé le pays au cours de la même année. Les rentrées fiscales sont définies comme suit, en pourcentage du produit intérieur brut :
Tax revenue (% of GDP) comprises compulsory transfers to the central government for public purposes. Compulsory transfers such as fines, penalties, and most social security contributions are excluded. Refunds and corrections of erroneously collected tax revenue are treated as negative revenue. Le SD/RF est donc obtenu en mesurant :
SD/RF = Total debt service (current USD) / [(Tax revenue (% of GDP) / 100) • GDP (current USD)]
Un ratio SD/RF = 0,457 signifie que le service de la dette représente 45,7% des recettes fiscales. Un ratio SD/RF = 3,487 signifie que les dépenses dues au titre du service de la dette sont 3,487 fois plus importantes que les
recettes fiscales.
Mode d’interprétation : le SD/RF mesure le poids du service de la dette par rapport aux recettes fiscales dont dispose le pays. Il permet de donner une bonne idée de la mesure dans laquelle le service de la dette vient grever les ressources des Etats débiteurs.
